U.S. Congress to Address National Standards for Tax Preparation Professionals

WASHINGTON, D.C. - May 19, 2004 the United States Senate approved S.882, the Tax Administration Good Government Act. The bill passed unanimously. Section 141 of the bill requires any person who prepares five or more federal tax returns or claims for refund per taxable year, to register with the IRS. Additionally, the bill requires non-enrolled tax return prepares to complete an annual examination designed to assess the preparer’s technical knowledge and competency to prepare federal individual and business tax returns. CPAs, EAs and Attorneys would be exempt from the testing.
